20 KB is the limit you meet most often on signature uploads, and sometimes on small ID photos. It is tiny, so the tool works in two steps: it reduces the pixel size a little, then lowers the JPEG quality until the file just fits under 20 KB.

Dark ink on white paper shrinks very well. A detailed colour photo does not, because there is more to squeeze out. If your result looks blurry, start from a smaller or better lit original, or check whether the form really needs 20 KB.

Keep the format on JPG. PNG will not go this small.

The picture is probably very large or very detailed. Lower the width and height, then resize again.
